An all-active-duty, all-volunteer organization fighting for EMTs, paramedics and EMS officers in every sector.

Who EMSPAC fights for

EMSPAC fights for all EMTs, paramedics and EMS officers and supervisors regardless of their sector. Municipal EMS has specific needs and grievances, as do the privates — the commercial sector — the volunteers, and the voluntary hospital-based members.

What affects the municipal sector affects all the others, based on the sheer scale of the FDNY bureau. Municipal EMS has the most job security with the lowest wages. Hospital-based EMS has the highest wages and benefits with far less job security. The private sector has poor wages and poor benefits.

Why EMS is structured differently

EMS, unlike police and fire suppression, has a municipal sector paid for by taxes, a commercial sector paid for by contracts, a hospital-based sector connected to hospital groups, and a voluntary sector that plays a massive role throughout the nation.

Unlike police, fire, sanitation and nursing, EMS is not a stable middle-class career. The majority of the workforce is young, leaves after four years or sooner, and views EMS only as a stepping stone to another, better career pathway.

No matter what sector we work in, EMS are third-class first responders. Regardless of sector, EMS members need to be compensated for both their moral and their monetary worth.

EMS is a reflection of the diversity of our city, state and country. It is representative of women, people of color, immigrants, and the gay and lesbian community. EMS members have been paid minimum wages for far too long.

How we are organized

EMSPAC is an all-active-duty, all-volunteer staffed organization. Membership is free — there are no dues or fees associated with affiliation and involvement. Members organize into geographic divisions, and the organization is governed by an elected board and steering committee.

EMSPAC is a 501(c)(3) tax-exempt organization. Funds raised are designated expressly for Emergency Medical Technicians and Paramedics.
